Facility Use Policy

Quest Church

Purpose Statement

The real property and improvements now, or hereafter, own or controlled by Quest Comunity Church, Inc. (the “Facilities”) are provided through God’s benevolence and by the sacrificial generosity of the Quest Church, Inc. (the “Church”) body. The Church desires that its Facilities be used for the fellowship of the Body of Christ and to bring God glory. Although the Facilities are not generally open to the public, subject to this Facility Use Policy, and any Schedules that may, from time-to-time, be added hereto (the “Policy”), we make our Facilities available to members and to non-members who have attended regularly for at least the preceding eight (8) months (such non-members, “Attendees”), as a witness to our faith, in a spirit of Christian charity, and as a means of demonstrating the Gospel of Jesus Christ in practice. 

Use

Facility use is not permitted to persons or groups for the purpose of directly, or indirectly, advancing or advocating beliefs or practices that conflict withQuest Church’s faith or moral teachings, which are summarized in, among other places, Quest Church’s Confession of Faith, Bylaws, Member Covenant and Elder Council position papers. Nor may Facilities be used for activities that contradict, or are deemed inconsistent with, the Church’s faith or moral teachings. The Executive Pastor, or his designee, is the final decision-maker concerning use of Facilities, and may take into consideration the desire of the Church to reach out to the unconverted when weighing the purpose of the requested Facility use.

This Facility use policy is necessary for two important reasons. First, the Church may not in good conscience materially cooperate in activities or beliefs that are contrary to its faith. Allowing its Facilities to be used for purposes that contradict the Church’s beliefs would be material cooperation with that activity, and would be a violation of the Church’s faith and religious practice. (2 Cor 6:14; 1 Thess. 5:22.)

Second, it is important that the Church present a consistent message to the community, and that Church staff and members conscientiously maintain that message as part of their witness to the Gospel of Jesus Christ. Allowing Facilities to be used by groups or persons who express beliefs or engage in practices contrary to the Church’s beliefs would have a severe, negative impact on the message that the Church strives to promote. It could also cause confusion to Church members and the community because they may reasonably perceive that, by allowing use of our Facilities, the Church agrees with the beliefs or practices of the persons or groups using its Facilities.

 

This policy applies to all of the Church’s Facilities.

 

Approved Users and Priority of Use

Generally, priority for use of Facilities shall be given to Church members, their immediate families, and organized groups that are part of the ministry, organization, or sponsored activities of the Church. Church Facilities will be made available to members and approved Attendees, or other groups represented by a Church member, meeting the following qualifications:

  1. Groups or persons requesting Facility use must affirm that their beliefs and practices and planned uses of the Facilities are consistent with the Church’s faith and practice.

  2. The group or person seeking Facility use must submit a signed reservation request and Waiver and Release Agreement.

  3. The group or person seeking Facility use must be willing to take responsibility for the Facilities and equipment used and must agree to abide by the Church’s rules of conduct for Facility use, as stated below and as described in any additional instructions by Church staff.

 

Facility Use Hours

Facilities will be made available during normal Facility hours, as may be changed from time to time. Use outside such hours must be approved upon written request provided at least 30 days in advance to the Resource Coordinator.

Scheduling Events

Facility use requests shall be made to the Resource Coordinator by submitting a reservation request form, such as the attached “Church Facility Reservation Request and Agreement” form. The event will be reserved only after the request is formally approved by the Resource Coordinator.

 

Fees

Use of Facilities is free of charge, except in unusual circumstances when a fee may be necessary to pay for the Church’s cost for the use of the Facilities.

Facility Use Guidelines

  1. Alcohol and non-prescribed drugs may not be served in or on Facilities, nor may anyone under the influence of such drugs or alcohol be in or on Facilities.

  2. Smoking is prohibited in or on Facilities.

  3. Capacity limits may not be exceeded in requested Facility areas.

  4. Users are restricted to only those areas of the Facility that were reserved.

  5. Offering and consuming food and beverages in the Facilities must be arranged in advance with the Resource Coordinator.

  6. Church equipment, such as tables and chairs, must not be re-arranged without the prior approval of the Resource Coordinator. Likewise, all such equipment must be returned to original placement upon request of the Resource Coordinator.

  7. Upon request by the Resource Coordinator, clean-up shall be the responsibility of the person or group using the Facility, who shall also provide clean up verbal or written instructions.

  8. Abusive or foul language and violent behavior are strictly prohibited at Facilities. Any person exhibiting such behavior, or other behavior deemed inappropriate by Church staff, will be required to leave the Facility.

  9. The Church reserves the right to schedule other activities and events in other parts of the Facilities.

  10. The Facilities are private property. The Church reserves the right, in its sole discretion, to refuse use of the Facility at any time and for any or no reason.

 

Insurance

Groups or persons using the Facilities shall, upon request from the Church, provide a certificate of insurance, or equivalent reasonably acceptable to the Resource Coordinator, showing liability insurance coverage satisfactory to the Church in the amount of $1M per occurrence and $3M in the aggregate, and Quest Church may require that it be named as an additional insured or loss payee on such policy.

This policy is applicable to the use of Quest Church Facilities by any person, group, or organization. It is by no means intended to cover every facet of use of the Facilities. An Executive Pastor shall decide any and all conflicts or disputes arising under this policy in its sole and absolute discretion.
